Gilded (gold) trim. Lattice rim.
Unlike many souvenir plates where the image is printed and then transferred onto the plate, this one was actually hand-painted by someone in Japan. If you look closely you can see the brush marks.
Likely from the 1950s, judging by the small size of the plate, the latticework, gold rim, the mark, the hand painting, and the older model car depicted.
Great condition overall. There is the remnant of a price tag barely visible if you hold the plate at the correct angle.
