I'm super sorry that your purchase does not fit optimally. I do not believe that the item had been shrunk, the brand generally has a slimmer fit and may run smaller than desired.

If it needs a stretching I have a seriously good hack used in the past which might help.
In warm to hot water soak the item with some liquid hand-soap (make sure the soapy warm water has some time to penetrate the fibers) remove the item and lightly wring it out. Stretch gently and roll in a towel until damp. Let it air dry flat and the sizing should expand a bit.
