This is meant to be the top layer. Patagonia calls it a "hard shell," which repels water. Jacket has two inside pockets, one with a zipper. Three zippered outer pockets, including one with a spot for corded headphones. Zippered vents under both sleeves. Adjustable waist band, and adjustable hood to fit over helmet. Runs tight around the hips, in my opinion.
