This was not easy to photograph! It is a vintage velvet shoulder cape. It has 1 button at the top so it stays on. Elegant wardrobe piece back in the day. It is fully lined inside. There is no tag or other markers on it. I am guessing it's a medium to small fit. Non smoking home.
