The three wires holding the seagulls in place are very sturdy and well-attached to the rock base. Likewise, the wires are firmly attached to the birds. The only condition issue I see is that the birds may be a little dingy or yellowed. It is possible that's simply the color of the material used.
This piece is unlabeled and unmarked but it is identical to other pieces that do have a label by Marvin Wernick. Further research shows there were at least two artists creating similar kinetic bird sculptures in the 1970s but Marvin Wernick won a civil suit that had alleged him of stealing the idea. Indeed, Marvin's birds are clearly unique and identifiable as his work.
Interestingly, most of Wernick's bird sculptures only have two birds. This is one of the rarer ones with three.
Each bird is 5" from wingtip to wingtip. The entire piece is approximately 8.75" tall and weighs 7.2 ounces.
