Vintage 90s black velvet Hi-Lo halter dress

Vintage 90s black stretch velvet Hi-Lo halter dress with tulle hem. Impossible to photograph. Looks odd laying flat, is smashing on. front is 23 inches long from underbust, back is 28 inches long. Pin Up Girl clothing used to do custom sizing and this was made for my measurements in 1998. Approximately a size large. Underbust is approximately 26 inches. Probably best for 36B or C and under, depending on the look you're going for. elastic is still stretchy.
