Vintage quilted vest/ dress red

Vintage button up dress, or could be worn open as a long vest. It is missing one button but besides that it’s in pretty good condition! I think it’s from the 70s or 60s. It’s made of a very fun quilted material ( feels like cotton?) Measured flat the waist is 17”
