Why is it so difficult for me to issue a refund?

Item description: PM being non-responsive to email from me (seller) requesting a refund for buyer. I should be able to authorize this myself, but this apparently requires an act of Congress. I'm trying to be a good seller and do the right thing. It stinks being ignored and not empowered to make decisions about refunds on my own sales. It's insulting that PM specifically tells clients not to email multiple times or post on social media. This is presumably because they know they're awful.

terraearley @amesis2013 I just updated this posting with Posh's response (last photo). They won't issue a refund to you at my request but it looks like if you contact them it may work.
